Swachh Bharat Abhiyan


Nearly 18 months after Prime Minister Narendra Modi launched the Swachh Bharat Abhiyan, Mysuru in Karnataka has retained the top spot as India’s cleanest city out of 73 cities with a population of 1 million or more. The ministry of urban development ranked 73 cities for their work in different areas of sanitation. Under the Swachh Survekshan-2016, Mysuru retained the top spot it had earned last year when 476 cities with a population of over 1 lakh each were surveyed. It is followed by Chandigarh (best in north zone), Tiruchirapalli and New Delhi’s NDMC (best among Smart Cities). Interestingly, Varanasi from where Modi contested the 2014 Lok Sabha elections comes in at rank 65.  Four cities –Visakhapatnam, Surat, Rajkot and Gangtok – entered the Top 10 list while Navi Mumbai, Chennai, Pune and Nashik have dropped out.
India five dirtiest cities are Meerut, Patna, Itanagar, Asansol and Dhanbad. Minister for urban development, Venkaiah Naidu stated that all cities with a population of over 1 lakh would be surveyed for cleanliness every year. While NDMC makes it to the top 5, South MCD has been ranked 39, North MCD 42, while East MCD is lower at 52. The best performer among mega cities is surprisingly Greater Mumbai at rank 10 while Gangtok has been rated the best among capitals and in the North-East region. While Chennai is ranked 36, it is followed by Gurgaon and Bengaluru (38). Rajkot in Gujarat has been the best performer in door-to-door collection and transportation of solid waste and sweeping.
Results are based on the marks scored with respect to the components of the Swachh Bharat Mission. This includes availability of infrastructure and service levels related to sanitation such as individual household toilets, public and community toilets and collection, transportation and processing of municipal solid waste.
The ministry of urban development has classified the cities into four categories. The top 15 cities which scored more than 70% of the total 2000 marks are categorized Leaders; 20 cities (ranks 16-35) with 60-70% scores have been termed Aspiring Leaders, 18 cities (ranks 36-53) with 50%-60% scores need to accelerate their efforts and the 20 cities (ranks 54-73) with scores below 50% have been termed Slow Movers. These cities need to work harder to improve sanitation. The MoUD believes that as such surveys  happen every year, there will be a greater degree of churn to getter a better rank.

RBI's new lending norms



The Reserve Bank of India (RBI) on Thursday unveiled new guidelines on how banks can calculate their lending rates in a bid to make them more closely based on market rates and allow quicker transmission of the monetary policy. The new norms will come into effect on April 1, 2016.
According to the RBI, banks will set their lending rates under the marginal cost of funds (deposits) every month, which will be based on the rate offered on new deposits, which would reflect the market rates. Many banks had sharply cut deposit rates recently but their lending rate reduction has failed to match deposit rates.
“While these guidelines will benefit new customers, existing customers will also have an option to shift to the new regime with some conditions. Sufficient time has been given to banks to switch over to the new regime. We have moved closer to international manner of benchmark rates,” SBI chairman Arundhati Bhattacharya said. Under the current system, banks set their lending rates based on the average rate of outstanding deposits, a system that had given them more freedom to determine how much to charge.
“Existing loans and credit limits linked to the Base Rate may continue till repayment or renewal, as the case may be. Existing borrowers will also have the option to move to the marginal cost of funds based on lending rate (MCLR) linked loan at mutually acceptable terms. Banks will continue to review and publish Base Rate as hitherto,” the RBI said in the final guidelines.
Apart from helping improve the transmission of policy rates into the lending rates of banks, the new RBI measures may also improve transparency in the methodology followed by banks for determining interest rates on advances. The guidelines are also expected to ensure availability of bank credit at rates which are fair to the borrowers as well as the banks. Further, marginal cost pricing of loans will help the banks become more competitive and enhance their long-run value and contribution to economic growth.
Banks will review and publish their MCLR of different maturities every month on a pre-announced date. “Banks may specify interest reset dates on their floating rate loans. They will have the option to offer loans with reset dates linked either to the date of sanction of the loan/credit limits or to the date of review of MCLR. The periodicity of reset shall be one year or lower,” the RBI said.
“MCLR will be a tenor-linked internal benchmark. Actual lending rates will be determined by adding the components of spread to the MCLR,” the RBI said. It was observed that Base Rates based on marginal cost of funds are more sensitive to changes in the policy rates, it added.
Unveiling the bi-monthly monetary policy earlier this month, RBI Governor Raghuram Rajan said the marginal cost of fund calculation offers banks flexibility to move more quickly while the base rate calculated under the average cost will not allow them to do so and react to competition from the markets.

Reserve Bank Governor Raghuram Rajan has stressed that neither the regulator nor the government favours undervaluation of exchange rate as a way to sustain growth in the economy.
He said this while delivering the inaugural address at the India MSME Summit 2016 hosted by the Confederation of Indian Industry.
"When people look at growth of countries like China, Japan and Korea, sometimes they argue that the way enterprises grew was through an undervalued exchange rate...and that what we should try in India is undervalue the exchange rate and grow on that basis," Rajan said.
There are lots of problems with undervaluation of the exchange rate, some of which is reflected in the conditions these countries find themselves in today.
"I personally believe that sustained undervaluation over a long period of time is not a feasible or desirable strategy.
"Which is why I firmly believe that the RBI’s philosophy of not focusing on the level of exchange rate and trying to manipulate it up or manipulate it down... but trying instead to minimise situations of extreme volatility and intervening in situations when the exchange rate becomes extremely volatile in either direction is the right one....""
Exchange rate will not be a source of either comparable advantage or comparable disadvantage, Rajan said.
"We want to make it reasonably predictable, reasonably stable but the advantage will come from the capabilities of the small and medium enterprises...from their cost-effectiveness, innovativeness, the ideas, from the systems, rather than some kind of exchange rate undervaluation. That is not any way the intention of the Reserve Bank and the Government of India," he added.

For the first time Scientists discover Gravitational Waves 

  • Scientist for the first time have discovered Gravitational Waves (GW) that were hypothesised by Albert Einstein in 1916. 
  • These waves were detected by the scientists working at two LIGO (Laser Interferometer Gravitational-wave Observatory) facilities in United States. 
  • LIGO scientists have detected these gravitational waves produced by collision of two black holes located 1.3 billion light years away from earth. 
  • The LIGO experiment has 4km long L-shaped tunnels and uses lasers to measures changes in the distance between two ends. 

Vilas Tonapi appointed as Director of IIMR

  • Launched in 1986, the editorial team at The Independent is currently led by an Indian-origin editor Amol Rajan and is known as a campaigning voice among media outlets in the UK.

India third most disaster prone in 2015: UN report 

  • India has been ranked third among the top five most disaster-hit countries in 2015. 
  • After China and the US, which have been hit by 26 and 22 disasters respectively last year, India is the most affected country having suffered 19 disasters in 2015, according to a study released by the United Nations Office for Disaster Risk Reduction (UNISDR). 
  • The head of UNISDR, Robert Glasser, said 2015 was the hottest year on record and this has confirmed that weather and climate-related disasters now dominate trends linked to natural hazards. 

Canada, US, Mexico ink MoU to Cooperate on Climate Change

Bonanza for Maharashtra on first day of Make In India Week

  • The project intends to offer higher value to orange growers, generate gainful employment and benefit 5,000 farmers with an average landholding of two acres each.
  • The third agreement was signed between Raymond Industries and MIDC as part of the `Farm to Fabric` initiative of the government.
  • Raymond will invest Rs 1,400 crore for a plant to manufacture linen yarn and fabric and garmenting in Amravati district of eastern Maharashtra.
  • The plant will come up at the Nandgaon Textile Park which will procure cotton from farmers in the district and other parts of Vidarbha region hit by farmland suicides.
  • The MoUs were exchanged in the presence of Modi, Governor C.V. Rao, Chief Minister Devendra Fadnavis, Industry Minister Subhash Desai, Minister of State for Industry Pravin Pote, Chief Secretary Swadhin Kshatriya, senior state government and departmental officials and executives of the concerned companies attending.

Facebook’s first employee in India, Managing Director Kirthiga Reddy steps down

“Will anyone in the audience lend money at an interest rate of 4 per cent to this gentleman?” Reserve Bank Governor Raghuram Rajan asked his audience here on Saturday, when a businessman wanted to know why the RBI kept the bank interest rate high while in many countries loans were as cheap as 4 per cent.
“No, nobody will,” the Governor answered himself. “Because, those depositing money in the banks expect a high interest rate.” Without the expectation of a high interest rate, people will not save and without savings there will be no investment and there will be inflation too, Rajan explained.
“As a regulatory body, we (RBI) have to be conservative; we put up bumps in the road in order to check those who are speeding fast.” Such bumps keep the financial system from heading into trouble. Like in the Chinese fable, the RBI is moving forward in the murky river stepping from one stone to another feeling each stone cautiously, Rajan said at the KP Hormis Commemorative Lecture, organised by Federal Bank. He also underscored the importance of keeping inflation under leash.
He said the banking sector was in need of more competition. This will happen soon with new institutions and new products coming. The small-finance banks and payment banks will offer competition to large banks which will be forced to adapt and cut operating costs. Competition would increase small businesses’ access to credit.
Rajan said three new structures will come into play in the market: trade receivables exchange which will tremendously help small businesses; an ‘e-mail-like’ address that will facilitate immediate transfer of funds and alliance of Internet market places and financial service firms. The new players in the market will cause a massive transformation in the existing banks which will need a new skill-set, new talent bank to stand up to the competition. All these developments will bring in massive transformation as well as huge opportunities for the banking system.
The Governor highlighted the importance of co-opting ‘Aadhar’ into the financial services sector. The Aadhar had immense possibility of being used as a collateral, particularly for student loans. “Your good name is your collateral; if you default once, you will never get a bank loan again.”
He called for professionalising public-sector bank managements and infusing the boards with new capabilities and skills. But, to attract new capabilities, the banks will have to offer decent compensation. On financial inclusion, Rajan said people should be hand-held about managing credit. Providing credit should be the last stage in the cash-savings-insurance-credit stages of financial inclusion. “First savings, then credit should be the approach,” he said.
